This cartoon is filled with subtlety. What it means is that holocaust never existed (see how the glass is sealed empty, while skulls rest ON it rather than IN it, which alludes to false attribution of WW2 Jews' deaths), while the glass of Arabs is filled, but still not sealed or filled enough.

Jewish group decries Iranian Holocaust cartoons
November 3, 2006 -- NEW YORK, NY, USA -- A leading Jewish group Thursday described an Iranian cartoon competition about the Holocaust as "an exercise in bigotry" and said that the contest mocked the genocidal treatment of the Jews in World War II.
The Iranian culture ministry unveiled the contest in Tehran in August in a rebuttal to the publication in the Western press last year of caricatures depicting the Prophet Mohammed. The winners were announced Wednesday.
"The winning entries do more than push the envelope or test the limits of free speech," The New York-based Anti-Defamation League's Director Abraham Foxman said in a statement.
"They offer a profoundly disturbing portrait of anti-Semitism and a rogue's gallery of bigotry, prejudice, and hatred," he added. "The vicious anti-Semitic imagery and stereotypes, Holocaust denial and comparisons of Jews and Israelis to Nazis promoted through this contest were unsettling, but not surprising," he added.
Iran's firebrand President Mahmoud Ahmadinejad has repeatedly outraged Jewish groups and Israel by calling for the Jewish state to be "wiped off the map" and reportedly questioning whether the Holocaust ever happened.
Among the winning entries was a cartoon showing a Palestinian wearing a uniform like those that Jews were required to wear in Nazi death camps.
