I think white's might gather in the middle of their towns and cities, moving out, block by block, gathering all non-white's as they move out from the center, pushing them out of the town limits. From there each community, guarding it's own boundaries, will keep the rabble moving toward the shores. Load them on boats, and that's the end of that.
