Actually, South Koreans draw the simpsons and southpark and most of the cartoons. It's very time consuming, labor intensive to draw animations, so they hire Asians to do it. All the two 'creators' do is invent the dialogue, and do the voices.

I saw this show where they showed the South koreans drawing all these cartoons like Beavis and Butthead, the simpsons, south park, and they're like, trying to figure out what the dialogue is even about , and they don't even get the cartoons, they don't think they're funny. they go 'weird cartoons'
