When a woman approached her GP for birth control, he would be required to refer her to a fertility specialist, an employee of the state. In the meantime before her appointment specialists would pull up a history of the woman and look into things like has she been on welfare. What her IQ score was, how she did in school. Her income. Her medical history. Her partner.

If it came back that she was a high grade woman.. Then the answer would always be no. Of course we wouldn't tell her the real reason. But would say that it could cause cancer for her.. or her cholestorol was too high to safely take the medication, so her life could be in danger.

The nation would have very generous payments to people with children, being more generous the more gifted the person was naturally. For example an engineer would get an increase in pay for each child his wife had.

I think we should let individuals decide when they want to have birth control and when they don't. Total liberty in this regard would be ideal. I wouldn't be against voluntary population stabilization/reduction measures such as low cost sterilizations for the willing, either. My plan involves immediately halting all food, medical and other aid to the third world. Then offering the food and outright paying money to non-white women globally who will have their tubes tied by our missionary doctors. While at the same time dramatic funding of all civic organizations in the third world that would lead to less children. For example secularists in the Islamic world.

If all that failed to change the third world populations from exponential growth, to exponential decline.. Then we would have to move towards more forceful measures.

200 years is probably too far, but I wanted to choose a number far enough out that would show the profound impact exponential change can have.

One thing I wonder about is how far we will let the African population explosion go on. Even one more doubling will take them to 2 billion. And that will happen in only 30 years or so at the current rate. The next one would take them to 4 billion... Which would be 10 times the EU population of today's EU nations.
