Should the School Districts Open European Schools?

Indian public schools that can discriminate by law for their Indian-only schools:
"Members of the Tribe shall be given absolute preference with respect to hiring and promotions for positions" for teaching postions at the Indian-only school, http://www.pascuayaqui-nsn.gov/scripts/result2.asp?id=1145

Why can't whites charter a European school? If the NY City public school system can open a school for an ethnic group, where teachers belong to their arab ethnic group, then maybe should we consider it?
