Most law enforcement agencies aren't upgrading from 9mm's to the fairly recent (produced in the early '90s) .40 just for the hell of it. As far as stopping power goes, the 9mm is a relatively lightweight. Main reason why most agencies chose the caliber in the first place is because of its high magazine capacity. Contrary to popular belief, most cops are notoriously bad shots and usually need to pop off several rounds to score one vital hit in a kill zone, even at close range.

To emphasize my point, I once read an article in a gun rag about an off duty cop at a bar attempting to thwart an armed robbery. The cop pulled his .38 snub from his ankle holster and managed to hit the guy five times at point blank range. Though fatally wounded, the robber managed to wrest the gun from the cop and beat him to death with it before staggering outside the bar to die himself on the sidewalk.

Size does matter.

Bullets stop bad guys for 3 reeasons.

1. Pain
2. Physical shock
3. Damage to vital parts.

You can't control the first two. depending on the chemical state of the attacker he may not feel pain or shock.

You can control the third. Use a big gun, and don't miss.

The three calibers that have been proven, through actual shooting incidents, to be the most effective in defensive shooting are the .45, .40, and .357 magnum.
