A person quite close to me desperately needs to create a new legal foolproof identity.

The IRS is after him........and harassing him because his business partner did several highly illegal things and then disappeared. They think my friend knows where he is (he doesnt) and they are threatening ruination (although they dont have any crimes to charge him with)

What would be the most intelligent way to virtually disappear, and yet still MAINTAIN control of your financial assets such as social security, the ability to inherit, money, and so forth?
