With over a billion people in roughly the same amount of space as the USA, I wonder if China is implementing a positive eugenics program via its one child policy. This is probably giving them too much credit, but with a knowledge of Western science and total authoritarian rule, China has the potential to upbreed its vast population into a super race. I've read that wealthy families bribe greedy officials so they can have large families and this one child policy only applies to the poor. If that's the case they are already engaging in a low form of eugenics.

I have seen photos from chinese hospitals showing nurses taking measurements of the head circumference of newborns . What purpose would that have , measuring them for hats ?

At the very least , they are in the data gathering , hypothesis testing phase of a eugenics program . Most likely , they have past that phase and are in some sort of active test procedure .

Any clear thinking administration , not crippled by PC nonsense , would be forced to examine eugenics . Considering the fantastic achievements in cereal grain production and crop yields accomplished in the 20th century , through the use of genetic selection , which the Chinese are more than keenly aware , the conclusion would be obvious . With the force of necessity and the mountain of scientific accomplishment , eugenics is a compulsory next step .

As with most laws in any nation , they are for the poor to observe and the rich to flaunt . One child applies to the poor and powerless , not those with position and power . I bet there is a lot more going on than any Western journalist has explored ( knowing how dumb and backward journalists are ).

The Chinese leadership post mao are pragmatists. They have relentlessly been bettering their nation in all aspects since 1980.

Since they are already telling women how many children they can have, they are already past the point of whether to intervene in human reproduction or not.

I think China has way too many people. If they eliminated half the population and were smart about getting rid of the undesirables, they would really be a force to be reckoned with. I just don't think they'll go this far.
