I wouldn't fault someone for imagining that rural murders must be the easiest ones to get away with. If I leave my house and head west, it's 600 miles of sparsely populated farmland and prairie from here to Denver. How would anyone find a body buried under the great blue sky out there in the middle of nowhere? Yet rural states dominate the bottom of the list, while DC, by far the most urban "state" listed, has the inglorious distinction of being the worst of the worst when it comes to positively identifying killers.

The clearance rate for homicide in [Chicago] for 2012 was just 25%. Clearance means the police are satisfied and further investigation is halted due to arrests, death of perps, etc, but doesn't necessarily mean a conviction.[...]
This means that there are hundreds of murderers walking around free on the streets here just from the last year alone. Multiply that by the number of uncleared homicides for the past, say, 20 years and you have thousands of them running around all over the place.

The worst states on that list are the states with the most blacks. The best states for solving murders are the Whitest.
Niggers likely commit most unsolved homicides--gang-bangers that fellow niggers won't squeal on. Also, police departments don't have an unlimited supply of money to spend on solving murders, especially routine murders among nigger gang members.
A nigger who wanted to kill somebody would have a hard time in a (mostly) White rural state, like Washington State or Iowa. But he would stand an average 50/50 chance of getting away with it in D.C., New York, or California. Of course he and the gang would have to make sure that nobody squeals on him.
