There would be a hell of a lot less Africans, South Americans, Southeast Asian's etc. I think he would have let nature take it's course and eliminate the less able to survive. Nations like Japan would have prospered because they are capable of providing for themselves, but the populations of 3rd world nations would have shrunk to managable levels.
