All this for the modest price of €1,495.00. It's a pity that Shatter isn't the Minister for Education as well as the Minister for Justice, Minister for Defence and Minister for Equality or this cert would be mandatory for all teachers. Though, let's not speak so soon. Shatter's not one to keep his nose out of other government departments. He did after all introduce the immigrant investor programme to "stimulate our economy", a matter which has absolutely nothing to do with either justice
