Wouldn't it stand to reason, that is to say it would be far more efficient to have the army/national guard help rebuild homes and the repair damage? As opposed to this "free market capitalist" model where you would have to file claims, that is if you had insurance to begin with and have private companies trying to get the electricity and other services repaired?
It just seems to me a more efficient way of handling disasters. Although, I'm not exactly a leading expert and that's why I'm second guessing myself. I know that they do already have the army come in and help, but I don't think they are going to help rebuild anyone's home or fix anything. They just seem there to distribute food and water, direct traffic and make it look like the government is doing something about the problem, but it really isn't.
