Do all visiting heads of state get an escort of five military jets, or only our very "special" ones?

Jets are very surprising.
However, every time I've seen a President, they have a shitload of helicopters.
Most are simply decoys, I would assume.

I really doubt it, but don't know .
If Hugo Chavez had been in the commercial airliner , the jets would have been chasing it 
I doubt if any other leader gets any escort . The jews are so paranoid of some irked individual with a shoulder launched weapon .
