In the course of spontaneous order (von Hayek), people organise in manners which benefit themselves. This extends to their interactions, including speech as indicated by the phenomenon of diglossia (from 'two tongues'), whereupon one segment speaks one very distinct variant of the language as opposed to others. The classic example of this is the divergence between high Attic Greek and lowly Koine (lit: common) Greek, the former remaining more common among the learned and the other emerging as a vernacular.
As applied to the Anglophone world, I and others like me speak in 'High English', whereas the dullards speak in the base vernacular. This is more an issue of cognitive capacity than anything else, for can a dullard speak as if reciting from The Economist magazine? Thus we see spontaneous order, as the bright speak among themselves as bright men and the dim speak among themselves as dim-wits.
Thus, integrating this into propaganda, it is known that the vast majority do not have the cognitive capacity to awaken if presented the facts. Thus, why should one disseminate information to them in such a way? Instead, one must employ two tactics in parallel: one for the bright and one for the dim, the bright being presented with facts, the dim being presented with sensationalist but useful mumbo-jumbo which their deficient brains can absorb, making them into useful idiots. If nothing else, this would be a useful means to an end if executed properly seeing as the dim are less averse to risk and easier to persuade.
