I have been fascinated with Singapore since the caning of the American kid back in 1994. It is an island country off the coast of Malaysia, and was ruled for decades by Lee Kuan Yew.
There is no affirmative action. It is a strict meritocracy. The schools are very good. Heck, Jim Rogers (former partner of Warren Buffett) fled to Singapore and sings its praises.
They have caning for felons in Singapore, because prison is too costly. They don't want to have a big "industry" in crime and social services like we do here. They rightly view crime and social services as a drag on the country.
So felons get hit with a spiked cane. A doctor is present to give the prisoner a sedative and take him to the hospital, where the prisoner heals for 6 months. The healing process involves months of agony. If you are sentenced to multiple strikes, you get a hit ever six months. There was a serial rapist who got sentenced to 36 strikes. He's basically spending 18 years in agony, in a hospital bed. Now that's moderate fascism, and it works.
America rewards defective-ness. Billions for retarded "education" but there are very few if any "gifted" programs any more. Lots of people living on "social services" for some excuse or another. The criminal class regards prison as a rite of passage and a fun vacation.
Singapore does not reward defective-ness at all, but it rewards hard work and merit. It is fighting off the Western cultural sewage such as "gay pride marches." Here's a youtube video of Singapore's current PM saying why he does not allow gay pride marches in Singapore:
