Sorry, I don't know the background -- except that Kipling lived in a time when the White World was masculine and White men were unselfconsciously racist. They were natural men. Hate is a man's emotion, a warrior's emotion, an emotion essential to racial survival. That is why the Enemy tries to make it taboo for us. But we are learning to hate again. I have seen it written with 'saxon' also, confused me for a long time. Maybe it got changed some where along the way?
