you know even paper ballot voting isn't completely transparent, it is much more transparent obviously than electronic voting machines. but there are other ways you could visually verify the voting tallies.
in addition to paper ballots you could drop white marble into slots of candidates, with clear tubing the marble rolls down into a collection jar so you can see which jars have most votes. the jars could have measuring lines, 1000 votes, 2000 votes etc, then anyone who wants to document it can snap a picture with their phones. You'd have not the word of one person counting the ballots but visual PROOF of millions of people with Iphones of what the voting tallies were. Only time a precise count of the marbles would matter is if two jars were almost exactly at same level. and then you could have video of the election officials counting the marbles.
