This could all be solved with a eugenics program to create a larger percentage of blondes and redheads. I don't expect these current pathetic governments to take any such action which is why we need to take control soon. Can we do it in the name of diversity?

Actually, AFAIK, it would. Since blonde hair is recessive, and both recessive genes have to be present (ie, one from each parent) for someone to be blonde, that means that two blonde parents could only produce a blonde child, since both parents would each have two sets of blonde genes, and could not pass on a non-blonde gene to their child. I think I am probably grossly oversimplifying, since IIRC hair color may not be the result of a single gene but rather a set of genes, or maybe it's the case that there is no single "blonde" gene but an overlapping set of different kinds of "blonde" genes, so the situation is more compicated than I outlined above, but in general, if both parents display the same recessive trait, their child will as well, because recessive genes express themselves when there are no other genes to hide the recessive gene, and thus there are no other genes for the parents to pass on, just the recessive gene.

Your example is the reverse of what you stated above; here we have a dominant gene (brown hair) masking the presence of a recessive gene (blonde hair) in both parents; if both parents happen to pass along the recessive blonde gene to the child, the child is blonde. If the child only gets one blonde gene and one brunette gene, or gets two brunette genes, then the child is brown haired. Anyway, that's basic Mendelian inheritance laws; recessive traits are often hidden but can be passed on.
