From Alex Linder's reading of Cuddihy's The Ordeal of Civility here (see post #10):
"The Supreme Court was putting America on notice that the political culture of civility -- the civic culture -- was a functional prerequisite to the working of its democratic infrastructures." (cuddihy, p. 201). in the end, you have to act right, whether you believe it internally or not, for the system to work. puritans decided this at synod in 1662.
Conservatives assert it's a moral "principle" that Trump is unpresidential because he's rude. That seems to impress Anglo suckers. But do they, does anyone, sincerely believe in civility-first? Jews and the Left don't. And in light of that, it's likely that conservatives are using "civility-first" only as a club as well. "YOU'RE UNCIVIL," all these people shout as they lie about you, smear and insult you, and/or throw bags of piss at you.
When the procedural is privileged above the substantive, an opportunity is created for every bastard to do his thing, which is mainly to screw good people while saying "rules is rules" with a shrug 'n' a grin. An example is migrant-resettlers, niggers, fags, etc. insisting that you address them "respectfully" because that is what "democracy" is about.
