Guard role stops short of martial law

Thousands of National Guard members are helping to police the streets [for ZOG] in Louisiana and Mississippi under emergency declarations issued by the governors of those states.
This is not, however, martial law.

The troops “will be used to guard critical facilities and … to maintain law and order, to prevent looting and to assist in the apprehension of those who violate the curfews and the laws,” said Lt. Gen. H. Steven Blum, chief of the National Guard Bureau. “They will also be used in general police work security patrolling, to identify people who may need assistance or evacuation or medical assistance and those kinds of things.”

About 12,000 service members were expected to be in New Orleans as of Sept. 2. But that number could increase, according to the office of Louisiana Gov. Kathleen Blanco.

“Louisiana will continue to get as many troops as we possibly need,” up to 40,000, said Brecke Latham of Blanco’s press office.

It is often assumed that when the National Guard is sent in to police an area, it is done under martial law. Not so, said National Guard Bureau historian Renee Hylton.

“The Guard has been sent in many times to maintain law and order,” Hylton said. “But just to maintain law and order is not automatically martial law.”

Blum said that civil law has not been suspended in the wake of Hurricane Katrina, despite the widespread destruction caused by that storm.

Imposition of martial law actually has been rare in U.S. history. “ ‘Ruled by military’ is not part of the British-American tradition,” Hylton said.

In the 1950s, the governor of Indiana declared martial law during a labor strike. In the same decade, martial law was declared in Phenix City, Ala., in an effort to try to clean up organized crime, Hylton said, citing a newspaper account.

In their current situations, the Guard troops are “peace officers,” and in Mississippi, for example, are paired with local law enforcement officials there, said Air Force Lt. Col. Ellen Krenke, a Pentagon spokeswoman.
