Eugene Siler was tortured by drug enforcement officers for over two hours because he refused to sign a waiver of his rights (and the waiver says he signed it of his own free will, without duress). The officers involved would've gotten away with it, as others have, except for the blessing that his wife secretly taped the first 45 minutes.

five former Campbell County Sheriff's Department lawmen are poised to plead guilty to federal charges they conspired to violate Siler's civil rights by beating, threatening and torturing him.
Granted, I don't have much sympathy for drug dealers (even if they're white), but there are rules to the game. As Enkidu suggests, I am more afraid of rogue cops than any drug dealer.
These scumbags at least got fired and should do prison time, but other cops doing this shit on a daily basis usually get away with it. That's why these guys acted with impunity. The county sherriff blew off Siler's allegations at first. Only after Siler took his tape to a lawyer (who brought in the feds) did the sherriff fire these guys.
What strikes me as odd is that torturing the guy is merely a "violation of his civil rights." A couple of years in prison, at most. I would think that "torturing" someone should be a stand alone crime, punishable by 20-life.

Sergeants won't be charged in Taser death

RANCHO CUCAMONGA - Two San Bernardino County Sheriff's sergeants will not face criminal charges for the death of a combative suspect who was repeatedly zapped with a stun gun., Leroy Pierson, 55, died nearly a year ago after deputies shocked him four times with a Taser at the West Valley Detention Center in Rancho Cucamonga. The final electric shock was applied for a full 47 seconds. Pierson was handcuffed and hooded with his legs restrained in a jail cell when he received his fatal injuries.
The District Attorney's Office concluded, however, that Sgts. Gary Stewart and Thomas Alsky should not be prosecuted for manslaughter or other crimes because they applied the Taser to Pierson as they were trained to do.
They did not believe they were applying deadly force, Supervising Deputy District Attorney Ray Pyle said.
"This wasn't supposed to cause any injury," Pyle said. "I just don't see how you can hold someone criminally responsible when they're acting within their training and experience." [color="blue"]("I was just following orders.")
Pierson's mother said Monday the officers used excessive force on her son.
She said Pierson weighed only about 150 pounds, and there was no need for deputies to repeatedly shock him while he was restrained in a jail cell.
"They murdered him," she said.
Tasers are intended to be nonlethal. They are supposed to deliver painful but harmless electric shocks that incapacitate a person.
They have earned praise in the law enforcement community for giving officers an alternative to guns or other deadly force.
According to the district attorney's report, deputies arrested Pierson for public intoxication in Apple Valley on May 16, 2005, after they saw him standing in the middle of a road swinging his belt and hitting the ground with a piece of wood.
He battled the arresting deputies and tried to kick out the window of a patrol car after they handcuffed him.
At the jail, he refused to get out of the car and tried to kick and bite deputies who attempted to remove him.
The deputies placed a nylon mesh sack over Pierson's head to stop the man from biting or spitting. He was given two short bursts from an X-26 model Taser to prod him out of the car.
Once deputies got him inside the jail, Pierson again battled when the lawmen tried to remove his handcuffs.
He was shocked again for about five seconds, but did not relent.
That's when Alsky told Stewart to continuously stun Pierson until the cuffs could be removed, according to the report.
Stewart complied, zapping Pierson for 47 consecutive seconds.
When the handcuffs were removed, Pierson appeared lifeless and deputies called paramedics.
Pierson died within a day at Kaiser Permanente Medical Center in Fontana.
An autopsy by the Orange County coroner concluded that Pierson died from lack of oxygen and blood to his brain. It was caused from a combination of the struggle and the continuous application of the Taser.
Pierson also was found to have methamphetamine in his system, which could have factored into his death, according to doctors who examined him.
Pyle on Monday said there was nothing in the Taser training procedures that cautioned against prolonged shocks from the device.
Rather, a Taser training video showed a person zapping a man for 48 seconds without long-term effect, he said.
Taser International, however, issued a training bulletin about a month after Pierson's death warning against repeated or prolonged discharges.
Sheriff's officials said after Pierson's death that they were reviewing their use of Tasers.
A sheriff's spokeswoman did not return calls Monday.
Taser officials also did not return calls for comment.

Yeah, cops are downright "taser happy." Any hint of resistance and...ZAP!!! They killed a guy in Ohio not too long ago by over tasering.
