I guess British police can be referred to as Kwaps.

To Observe & Report

A 59 year old great-grandmother in Morden, London, witnessing an attack on an older man by three teenage girls, jumped into the ruckus and helped break up the beating as neighbourhood community police officers stood and watched:

Nicknamed plastic bobbies for their lack of training, the PCSOs were only a few hundred yards away when the incident happened.

But instead of taking action, the duo chose to hide behind a tree, according to a witness.

The officers said "they had the incident under surveillance", the witness added.

Mrs Ward, 59, a great-grandmother, said: "It was disgusting — any other men would have stepped in to help."

A priority of Commissioner Sir Ian Blair as part of the safer neighbourhoods programme, each *officer* costs the taxpayer more than $1300 pounds.

Just knowing that my neighbourhood police officer is hiding behind a tree, or in a garbage can, makes me feel a whole lot safer. I hope that one day the gov't institutes a policy where the community police officer, while witnessing a crime, can yell out, "Hey, stop that, that just isn't cricket!!" That should scare the hell out of the perp.

Maybe it's just me, but does it seem that the British populace have lost the will to fight anymore?
