Organised gangs - so ubiquitous in Brazilian jails that many experts believe criminals virtually run the country's prison system - are said to be behind the current rioting.
One of the most prominent of them is the First Command of the Capital (PCC).
It was formed in Sao Paulo by prisoners who survived one of Brazil's worst jail massacre in the early 1990s, when the police killed 111 inmates to put down a riot.
The group began as a kind of inmates' union, demanding better conditions in Brazil's brutal, overcrowded prisons.
The PCC gradually took control of many jails, using them as recruiting grounds.
Prisoners are reportedly inducted into the gang through an initiation ritual that includes a promise to kidnap officials.
[color="Red"]Over the years the group evolved into a formidable criminal organisation, involved in drug and arms trafficking, kidnappings, and robberies - as well as prison riots.
Remote control
The power of the PCC - both inside and outside prisons - has been heightened in recent years by the availability of mobile phones.
Gang leaders get phones smuggled through heavy prison security with the help of corrupt guards - and thus are able to run their criminal activities from the safety of their cells.

In 2001, the PCC was believed to have been behind riots launched simultaneously at 24 prisons across Sao Paulo state.
Uprisings have continued unabated. In June 2005 the PCC spearheaded a revolt in a notorious detention centre north-west of Sao Paulo - shortly before it was pulled down.
[color="Red"]The mutineers overpowered guards and killed five fellow inmates, whose decapitated heads were waved from the prison's roof.
Since the start of 2006, the state authorities say the PCC has orchestrated rebellions in dozens of prison. According to a wardens' union, more than 460 guards have been taken hostage.
The latest attack occurred on 13 May, when a wave of unrest both on the streets and inside 18 prisons across the state left at least 30 dead. Most of the victims were police officers.
Officials said the attacks were the PCC's response to the decision of the state government's move to isolate its leaders in different prisons.
Fuel to fire
Co-ordination between gang members is not just the result of technological innovation.
BBC regional correspondent Tom Gibb says that during the military dictatorship that ruled Brazil until 1985, criminals learned the language and organising methods of left-wing revolutionaries with whom they shared prison cells.
The same merging of criminal and political activities has been observed in other Latin American countries.
[color="Red"]Crime and politics appear to mix in Brazilian jails.
In [color="Red"]Colombia, [color="Red"]Peru and [color="Red"]central America left-wing guerrillas were able to organise and recruit inside prisons during the 1980s.
Today jails across central America are filled with members of street gangs.
Once again, many warn that hard-line government policies in countries like [color="Red"]El Salvador - with long jail sentences for simply belonging to a gang - are backfiring.
The prisons, far from resolving the problem of organised crime, may be adding fuel to the fire, our correspondent says.

This is what the jewish immigration officials have allowed into our country & our government puppets are sitting around doing nothing, except getting manicures. Typical of the jews to create problems and leave them while the Whites have to figure out solutions to the problems they create.
And, just think, Bush and his clown puppets want amnesty and guest worker programs for his innocent children.

March 28 issue - The signs of a new threat in northern Virginia emerged ominously in blood-spattered urban streets and rural scrub. Two summers ago the body of a young woman who had informed against her former gang associates was found on the banks of the Shenandoah River, repeatedly stabbed and her head nearly severed. Last May in Alexandria, gang members armed with machetes hacked away at a member of the South Side Locos, slicing off some of his fingers and leaving others dangling by a shred of skin. Only a week later in Herndon, a member of the 18th Street gang was pumped full of .38-caliber bullets, while his female companion, who tried to flee, was shot in the back. The assailant, according to a witness, had a large tattoo emblazoned on his forehead. It read MS, for Mara Salvatrucha, the gang allegedly responsible for all these attacks.
At the nearby headquarters of the Federal Bureau of Investigation, agents—many of whom live in these communities—fielded the reports with mounting alarm. But Mara Salvatrucha, or MS-13, wasn't terrifying just northern Virginia. "They were popping up everywhere," says Chris Swecker, assistant director of the FBI's criminal investigative division. "It seemed like we were hearing more and more about MS-13." Then one day last fall, FBI Director Robert Mueller called Swecker into his office. "You have a mandate to go out and address this gang," Mueller told him. Mueller declared MS-13 the top priority of the bureau's criminal-enterprise branch—which targets organized crime—and authorized the creation of a new national task force to combat it. The task force, which includes agencies like the Drug Enforcement Administration (DEA) and Immigration and Customs Enforcement (ICE), aims to take on MS-13 much as the FBI once tackled the Mafia.
Composed of mostly Salvadorans and other Central Americans—many of them undocumented—the gang has a uniquely international profile, with an estimated 8,000 to 10,000 members in 33 states in the United States (out of more than 700,000 gang members overall), and tens of thousands more in Central America. It's considered the fastest-growing, most violent and least understood of the nation's street gangs—in part because U.S. law enforcement has not been watching as closely as it might have. As authorities have focused their attention on the war against terrorism, MS-13 has proliferated. In the FBI's D.C. field office, the number of agents dedicated to gang investigations declined by 50 percent. "There was a definite shift in resources post-9/11 toward terrorism," says Michael Mason, assistant director in charge of that office. "As a result, we had fewer resources to focus on gangs," though he adds that the bureau made up for any shortfall by leveraging resources from other agencies. In recent weeks, authorities have made strides against MS-13: a gang leader accused of orchestrating a December bus bombing in Honduras that killed 28 people was arrested in Texas in February, and a recent seven-city sweep by ICE netted more than 100 reputed MS-13 members. But Robert Clifford, head of the new national task force, says "no single law-enforcement action is really going to deal the type of blow" necessary to dismantle the gang. No one is more interested in busting up MS-13 than leaders of the Latino community, who live with the fear and fallout of the gang's savage actions.
MS-13 got started in Los Angeles in the 1980s by Salvadorans fleeing a civil war. Many of the kids grew up surrounded by violence. Del Hendrixson of Bajito Onda, a gang-outreach program, remembers an MS-13 member who recounted one of his earliest memories: guarding the family's crops at the age of 4, armed with a machete, alone at night. When he and others reached the mean streets of the L.A. ghetto, Mexican gangs preyed on them. The newcomers' response: to band together in a mara, or "posse," composed of salvatruchas, or "street-tough Salvadorans" (the "13" is a gang number associated with southern California). Over time, the gang's ranks grew, adding former paramilitaries with weapons training and a taste for atrocity. MS-13 eventually adopted a variety of rackets, from extortion to drug trafficking. When law enforcement cracked down and deported planeloads of members, the deportees quickly created MS-13 outposts in El Salvador and neighboring countries like Honduras and Guatemala.

I think most White Americans really don't know(or care much) how gangs work or function.
Most Americans believe that gangs are usually a group of unorganized Spic's or Niggers trying to steel or rob for cash to buy drugs or to avoid actually working in a real job.
That ideas is partly true;but that part is the very tip of the iceberg in reality-usually.
Often most gang members and leaders really have no idea where the drugs they sell, or stolen property they turn over, comes from or goes to.
They usually prefer things that way,as this ignorance insulates the people above and often below too.
Developing a real criminal case from the street gang members to a leader usually takes several months and hundreds of man hours of investigation to even start to identify the larger people involved.
Frequently very legitimate businesses will have associations with gangs and never actually know this involvement until arrest are made.
Today,most foreign gangs are linked to communist political parties which relate to individual independence or religious rebellion.

The fact is that most Americans realize that gangs are comprised of underprivileged and disenfranchised youth due to White racism, and that they must be more tolerant and understanding. Make no mistake, Ameircans are very certain of this.
And they are indeed very caring, that’s why they invite more to come. All in the name of God.

While followers of god are part of the problem, I attribute many of the problems on our immigration policy. Why have tens of thousands of 3rd worlders legalized here anyway besides the invasion of mexican illegals? Why is it necessary? Well, it isn't. About 95% of the immigration lawyers are jews and jews don't care if this nation is ruined and overrun with 3rd world street gangs. What harm would it do to this country if we put an end to all immigration? I guarantee no harm would occur. We don't need cubans, we don't need mexicans, we don't need haitians, we don't need asians, we don't need muslims, and we damn sure don't need jews. This country was doing fine long before the immigration act came about. We had a lot less problems 50 years ago than we do today. Mexicans are invading, they can't speak English, they do poorly in school while we spend billions of dollars educating them, they form gangs, and they overtake cities with their political agendas. However, they are not the only 3rd world ethic group that have gangs. So why do we even have an immigration policy at all? This system is only for the jews' amusement.
Regardless whether or not the so called innocent godly people are fully aware or whether they think White racism had existed is no excuse why they are helping to destroy this nation. Ignorance and their undying destructive caring attitude have no place anywhere in this society. They need to be told that if they continue supporting this garbage, they will be kicked out of this country or be arrested, whichever comes first.
