DePalma came to Minneapolis and met up with the FBI source at the source's apartment. DePalma told the source that he wanted to make Molotov cocktails. He described how by using certain ingredients, the flammable liquid would stick to a target and burn longer and hotter than ordinary Molotov cocktails made of gasoline. He also told the source that the apartment would be a good place to make bombs, except they would have to be careful.
