They're probably talking about the first verse (I believe only the third
verse is "officially" used these days). Here is the gist:
Germany, Germany over everything,

When always, for protection and defense(?)

I think that this verse has been taken out of context over the years.
IIRC, it was meant as a call for a unified Germany, not an expression
of an intent of ruling the world.
It's always fun to sing the original verse amonst a group of Germans.
Most young Germans will recoil in terror, while many over 60 years old
will well up with tears of nostalgia and pride.
