Commission Preparing Sweeping Report On Black-On-Black Crime

Some say it’s a product of a racist society. Others call it a cancer in the black community. Whatever the cause, state and local officials agree that long-term solutions need to be found for the problem of black-on-black crime.
A state panel is trying to do just that. The Indiana Commission on the Social Status of Black Males is nearing completion of a sweeping package of recommendations to reduce black-on-black violence, and deal with what some commission members call the rise of a “younger, meaner generation."
State Rep. Vernon Smith (D-Gary) plans to revive a proposal to create incentives for African-American males to go into teaching, to ensure role models in the schools. He says there’s little of that now in his hometown.
“Gary has one elementary school that has a male principal, and he happens to be white. In middle school, we have one African-American male, and in high school – none,” he says.
Smith says role models and mentors are badly needed in some portions of the black community, because they can be a strong counterweight to the lure of easy money from the drug trade.
“I was materialistic as a child as the last of 10 children,” he says. “The difference is I was taught to work to get that, and I was motivated to get that.”
Other proposals would create parenting classes in schools, and give parents more leeway to impose discipline without fear of abuse charges.
The group’s 21-page draft report proposes a total of 129 social, educational and employment reforms. Smith says a final version should go to state and local leaders this fall.
