This could be the west coast quake

Lots of water, structures, land. City very urban environment. Very cold, no ice, no snow. "Huge wave of water" Hour glass shaped cloud coming from the sky. Water is everywhere, "water is extremely angry" Lots of rain coming down. "Water tornado appears over a large body of water". "It might not be a water tornado, but its shaped like one, and feels like one." "Picks up the ocean and throws it onto the city. The city is damaged, structures are damaged, cars are smashed, people are hurting. City is on the ocean, houses where the water meets the land. You cannot run from what is happening, no one is expecting this." "It could be an underwater volcano, a bomb, or some other event that causes it." Possibly tsunami.

Scenario 1. An atomic bomb offshore that creates a giant tsunami. The hour glass shaped cloud is a possibly give-away for this. Russia claimed to have a tsunami bomb in a news article several months back. (Unlikely according to Courtney Brown, scenario 2 is more likely).
