Lakewood seeks to strengthen tenant laws

LAKEWOOD — The free ride for illegally housed residents should be over, according to township Committeeman Charles Cunliffe.
"People feel like they're being held hostage in their own homes," Cunliffe said of neighbors who repeatedly complain of overcrowded homes threatening their quality of life.
During the committee's most recent regular meeting, held Sept. 7 at Original Leisure Village, Cunliffe successfully introduced a motion to have the township attorney explore the legality of strengthening the township code to ensure the validity of certificates of occupancy.
"[color="Red"]If 15 families show up with the same C.O., you know you have a problem," Cunliffe said.
Cunliffe said he would like to see the township adopt regulations that would require parents to provide a valid C.O. when registering their children for school.
"If you want to go to school in Lakewood, you should have to prove you live here legally," he said. ([color="red"]will never happen)
Fellow Committeeman Robert W. Singer said he also supports strengthening the township's regulations in an attempt to solve a problem that has spiraled out of control in recent years.
Singer said he has received reports from inspection officials who claim they have found people sleeping in closets and illegally converted basements.
"If 20 people live in a house, I'm sorry, but you are living here improperly," he said. "We know this is going on in our community. ... This has got to the point where we are asking for a tragedy."

"If people can't register their kids, they're not going to come here," he said.Township attorney Steven Secare questioned whether the township has the ability to mandate how and when students are accepted to public schools.
"I don't know if we could impede or step on their toes. The school has their own methodology," he said. "I understand what everyone is trying to do. I just don't know if there's a legal way to do it."
Cunliffe bristled at suggestions that the issue should be left to members of the school board to decide.
