Since the county has openly admitted that any changes, i. e. restrictions, to the height of flagpoles and size of flags are a direct result of this and other Confederate Battle Flags being flown, the proposed changes are automatically unconstitutional. All that is needed is a Durham County citizen to file a federal lawsuit. That and a good lawyer.
