A small reminder of America's sometimes ugly past.

And a symbol of intimidation and fear to many African Americans...

That's why those who mail or distribute hate mail or nooses could face jail time.

National case law shows that in court, one who mails a noose can be charged the same as burning a cross, and depending on the judge this can mean extra time behind bars.
