Gonorrhea case suspect's record shows indecent exposure charge

Kayle Alford, 17, of 406 E. Howard St., Dillon, was arrested Monday and charged with two counts of first-degree criminal sexual conduct with a minor under the age of 11.
State Law Enforcement Division documents show he was arrested twice in the past year for indecent exposure.

Dillon Police Sgt. Jason Turner said at least one of those arrests was for violation of a city ordinance prohibiting low-slung pants.

“From what I can understand, we’ve got a city ordinance saying they can’t wear their pants so low you can see their underwear,” Turner said. “Apparently he didn’t comply and our officer charged him.”

The children in the case are 4- and 5-year-old siblings. Their parents were arrested Feb. 28 on charges of child neglect. The mother and father of the children posted bail and have been released from jail. Turner said the charges against the parents will remain in place.

Meanwhile, a $5,000 surety bond was set Tuesday afternoon for the woman accused of harboring the suspect.

Tabitha Scarborough, 41, of Dillon, is charged with harboring a fugitive.

To protect the children’s identities, the Morning News is not releasing their parents’ names or information regarding how the suspect gained access to the victims.

The two children were taken into protective custody along with their three siblings. One of the siblings, a 14-year-old, tested positive for chlamydia, but it’s not clear how the child contracted it. The other two children in the home tested negative for any sexually-transmitted diseases.
All five children remain in protective custody.
