Monroe - A dispute over the use of municipal water sparked a confrontation today between John Karl III and a developer.
The confrontation occurred, said Village of Harriman officials, when Karl, the village’s public works chief, tried to turn off the water at a newly constructed home in Orchard Hill Estates.

The developer, Abe Goldberger, had apparently violated the village’s water regulations by turning on the water before meeting specifications for the installation of a booster station for the water, said Mayor Stephen Welle.It was recently inspected by our engineer, and he said it was not completed,” Welle said.
Orchard Hill Estates is located in the Town of Monroe but receives its water from the Village of Harriman.
Karl, who is also mayor of the Village of Monroe, could be seen sitting in the front of a state police cruiser at around 5 p.m. in front of the newly built house, as workers installed sod for a lawn. He was not handcuffed and appeared at ease.
He was driven to the state police barracks in Monroe for further questioning about the incident. He walked out of the barracks shortly after 10 p.m.. There were no charges filed and state police Sgt. Warner Hein said that they considered the matter closed.
Goldberger had already been transported by ambulance from the scene for a condition exacerbated by the confrontation with Karl, but not resulting from the incident, according to Hein.
Hein said troopers had received a call of a “scuffle” between the two men an hour earlier.
A water key, a 2-foot-long metal pole in the shape of a ‘t’, might have been involved in the confrontation, he added.
John Carter, the builder of the house, said he saw Karl push Goldberger in the chest with the water key while holding it horizontally. When Goldberger fell to the ground, Karl stood over him and verbally threatened him, Carter said.
Carter said that the builders got approval from the village attorney to turn the water on earlier that day.
Village Attorney Ben Ostrer, however, said that he never offered that approval, and that Karl was sent out to investigate a report of someone taking village water improperly.Karl determined that the curb box in the vicinity of one of the new homes had, in fact, been turned on to provide water without a meter (FREE WATER). [color="Red"]Karl was threatened and told to leave, Ostrer said.
He said that Karl retreated, carrying the water key that’s used to gain access to the curb box that’s part of the water system. “What John related to me was that he went back to his truck to put the key away, and he waited in his truck, because the mayor was going to send a village police officer up,” Ostrer said.
Karl is known in Monroe for his confrontational style of politics, as well as his bull-headed management as mayor of the village. However, he has never been known to be physically threatening.
Goldberger, however, has had run ins with the law.
[color="Red"]In 2003, he was indicted along with Steven M. Hurley, the supervisor of the Rockland County town of Stony Point, as part of a public corruption investigation conducted by the FBI. Goldberger, who was doing development projects in Stony Point, pleaded guilty in 2004 to a federal forgery charge and was sentenced to a year on probation. He was also fined $5,000 and had to make $4,785 in restitution.Hurley went to prison for taking bribes.
Tina Straley, the prospective buyer of the house, who was also on the scene, yesterday, said the dispute between the developer and Karl has been ongoing since December, when builders completed the house. She, her husband and their three children have until next Wednesday to move into the new house and out of their currently leased apartment in Bergen County, she said.
“I’ve been putting a lot of pressure on them to resolve this,” she said.
As Karl left the state police barracks he paused to talk to the media.
“If this could happen to me it could happen to anyone,” Karl said. “I’m hungry, I just want to go home and have some dinner.”

Monroe, NY - Public works superintendent John Karl III will no longer deal with developer Abe Goldberger or his representatives following a scuffle between the two Wednesday, [as reported here] according to a hand-written agreement authored by the village attorney.

A builder at the scene nesday said he called police after witnessing Karl push Goldberger to the ground with a water key, a two-foot metal pipe in the shape of a ‘t’. The builder said Karl then stood over the developer and threatened him verbally. The fracas resulted in Karl being taken to the state police barracks and Goldberger being taken by ambulance for an undisclosed medical condition exacerbated by the confrontation, police said.

It also brought in a flood of New York City broadcast media, responding to erroneous Hasidic-based Internet site reports that police arrested Karl for hitting Goldberger, a Hasidic Jew who lives in Kiryas Joel, over the head with a metal pipe. Karl, in fact, was never arrested. He was released from the police barracks without any charges filed. [record]
