NYC mayor suggests paying poor

NEW YORK -- Poor New Yorkers who make healthy choices - such as staying in school and regularly seeing the doctor - should be rewarded with cash to help break the cycle of poverty, Mayor Michael Bloomberg suggested Monday.
The idea, which has seen success in countries including Brazil and Mexico, developed out of an anti-poverty commission's report released Monday. The commission did not specifically propose using rewards but did suggest the city find innovative ways to help its 1.5 million poor lift themselves out of poverty.
The commission, headed by Time Warner's chief executive, Richard Parsons, and the president of the nonprofit group Harlem Children's Zone, Geoffrey Canada, said many New Yorkers are locked in a cycle of poverty in which built-in conditions trap them into failure. For example, those who fall behind on vaccinations and doctor checkups may suffer from poor health and struggle to keep jobs.
Paying modest rewards might help break those patterns, the mayor said.
"We want to reward those who have the initiative to go out and try to make their lives better, and if the system is stacked against them making their lives better, that's what we're trying to change," Bloomberg said.
His deputy mayor for health and human services, Linda Gibbs, served on the anti-poverty commission and will help guide its recommendations into policy. She said the reward details - such as amounts and qualifications - are still being studied. But she said the city is encouraged by the success of similar programs in other countries, where the benefits endure for years because they create behavior patterns.
New York officials say the cash rewards would not come from government funds. Gibbs said the administration wants to privately raise funds, beginning with about $24 million for programs that reward good behavior in education and health care.
In countries such as Mexico and Brazil, there has been widespread praise for World Bank-supported programs that give financial rewards to parents for sending their children to school and regular doctors' visits.
The City Council said Monday it will examine the commission's report and the administration's proposals. One question will be whether the success of those reward programs overseas could be repeated in America's biggest city.
"The idea of saying to people, 'Look, we want to help you do the right thing for yourself and your kids and we're going to incentivize it,' that's very realistic," said Bill de Blasio, chairman of the council's Committee on General Welfare. "I want to see the details, but I like the thinking."

Good God, what have the trillions in welfare dollars been for (supposedly)? I have a better idea - send the monkey people to Africa, where they will be relatively rich with their welfare checks. And the niglets will probably be smarter than their African brothers. I think the average IQ in Africa is 70, while the average US negro IQ is something like 75. So the US niglets will be the smartest apes in the class. This will do wonders for their all important self esteem.

I think it is a great idea. For instance, I'm about to eat a large slice of cheesecake for breakfast. This will be detrimental to my health, and ultimately detrimental to society. I demand that the government pay me not to eat the cheesecake. I want twelve bucks.

I think it is a great idea. For instance, I'm about to eat a large slice of cheesecake for breakfast. This will be detrimental to my health, and ultimately detrimental to society. I demand that the government pay me not to eat the cheesecake. I want twelve bucks.

Dear Enkidu,
My wife Melinda and I are deeply troubled and saddened by your decision to risk your health by eating a slice of cheesecake. We also understand, however, that you are not completely responsible for your actions. Because you are poor, you did not have sufficient access to nutritional information and could not possibly have known about the "low-fat" options available to you. These are the issues that Melinda and I hope to address through our foundation.
Your request for $12 has been approved, and a check is being made out as I write these words. Always remember, Enkidu, victory in the battle against poverty and ignorance will rely on three things:
#1. A big-city Jew Mayor

I believe we need to fund a committee to study this matter and ascertain whether $12 is the correct amount....
The lead story reminds me of how the US goobermint pays Egypt (our #2 recipient of foreign aid) a few billion every year just so they'll pretend that they don't despise the Israelis (our #1 recipient, by far, of course).

NYC is like planet of the freakin apes, no exaggeration. Ah the sites I have seen in that cesspool 
I'll tell you this. The blacks down there live pretty freakin' good from what I saw. Living in Manhattan is way expensive and they get subsidized to live in, well, projects but nice projects. Man, if you want to rent a closet in Manhattan it'd cost you $1,500 a month. My friend did just that; he rented a closet in lower Manhattan (alphabet city) which was converted into a makeshift place to sleep; he was paying $1,200 and this was 10 years ago. He was an artist and was going to school and working full time to pay the rent; it was a joke. The entire apartment was like a big closet and it looked just like a narrow hallway with a closet to sleep in and a bathroom. Oh man it sucked
