The Supreme Court of Canada has pronounced on the subject and ruled in favour of laws that limit free speech, he said.
The kind of hate speech he envisioned being addressed by new legislation would be “speech that expresses extreme detestation and ill will, that demonizes the object of the speech.” That sort of content goes beyond being merely offensive and has no redeeming value, he added.."

That goes pretty far, it could be construed to include anything critical (demonizing) of a religion or race (citing that blacks have low IQs and are violent could be deemed 'demonizing'); 'Detestation' could be something like expressing disgust toward pedophiles or homosexuals, for example; 'ill will' could be anything where you want something/someone not to succeed, or to be stopped, depending on the definition--something as simple as 'these schools need to be shut down' or 'homosexuals should be fired from the Boy Scouts' or 'I don't want to work in a predominantly black workplace it's creepy I wish they'd go back to Apefreaka' could be construed as 'ill will'.
