Report Recommends Discipline Czar For Chaotic Philly Schools

PHILADELPHIA -- A consultant recommends that the Philadelphia city school district hire a discipline czar to overhaul an inconsistent system that leaves many classrooms in chaos. (More like niggers being niggers that the system insists on trying to train to be like humans.)

The 47-page independent consulting report by Ellen Green-Ceisler said some frustrated school personnel have given up carrying out discipline.

The report said in some classrooms "little or no learning was actually occurring" and "many of the students in attendance were listening to headphones, sleeping, doodling or wandering around the room talking or shouting."

The report was completed last summer and was released Thursday, at the request of The Philadelphia Inquirer.

District chief executive Paul Vallas said administrators have made improvements, but the district needs more funding for alternative disciplinary schools. (Better yet, hows about shipping the niggers, spics and whatever over to Iraq schools which are Kwa taxpayer funded. Give the monkeys a real education.)
