Human rights groups say authorities have been slow to act on a trend that has seen a rise in attacks on migrants. Russia's booming economy has attracted cheap labour from the post-Soviet countries in recent years but human rights groups say racist attacks on non-Slavic looking people are on the rise and that authorities have not done enough to stop the trend.
