I may be wrong, but I think they are trying to justify their own education system and language being used in "THEIR" communites in the USA so that they remain mexs with US citizenship as opposed to becoming English speaking/educated Americans. We really shouldn't mind someone rounding up darkies and teaching them Mandarin and base 20. That's the same thing as teaching them nothing at all, which is a good way to keep them down. They will be a criminal underclass, but that's better than being a well educated criminal upper class.
