Members of the local NAACP chapter are hoping to halt distribution of racist publications in Springfield without compromising freedom of speech.
"We don't want to jeopardize freedom of speech," said the Rev. Larry Maddox, the group's president, at its monthly meeting Saturday afternoon. "But we believe it is a targeted hate crime."

Residents in a neighborhood bordered by Fremont Avenue, Sunset Street, National Avenue and Battlefield Road received copies of a newsletter called the Aryan Alternative in January.
The publication denounces Jews, blacks and Hispanics as well as interracial relationships.
"It promotes white supremacy," said Melissa Jordan, secretary for the local NAACP chapter.
In an edition distributed last year, the newsletter featured a lead story titled "Savages in the Streets New Orleans: The End Result of a Multi-Racial America."
The publication lists Alex Linder of Kirksville as the publisher and Glenn Miller of Aurora as distribution director.
Miller told a News-Leader columnist in December that he was merely exercising his First Amendment rights.
"You're going to run into language that will probably offend you," he said of the newsletter. "But I'm offended every time I turn the TV on."
However, Maddox said he thought the distribution targeted an interracial couple who had recently moved into the Springfield neighborhood.
Maddox also said at the meeting that the controversy should not help raise the profile of the publication.
"We need a way to counteract without giving him a platform," he said.
Souder Tate, member of the Mayor's Commission on Human Rights and Community Relations, said the case is under investigation. Tate, who made his first appearance at local NAACP meetings Saturday, said the city commission is hoping to work with the civil rights group.

The local NAACP tried to claim a similar distribution of "racist" fliers here in Maryland last year was also a "targeted hate crime", to no avail whatsoever. They are only blowing smoke and fishing for legal bites, but they will not be able to prove that anyone has been targeted when a whole community gets a flier distribution.

County pledges rapid response to racist fliers, vandalism

Anne Arundel County does not condone hate. And to prove it, a panel of county officials last night met with more than 100 community members to determine the best way to respond to racist fliers and vandalism that have marred at least 38 neighborhoods over the last year.
The group's plans included holding town hall meetings in communities where hate literature is distributed, developing a rapid-response team of county officials to help victims clean up graffiti and remove literature, and creating a "Hate-Free" community program.
"It is a beginning," said Carl O. Snowden, an aide to County Executive Janet S. Owens.
The county Race Relations Coordinating Council sponsored the discussion at Anne Arundel County Community College. The council was set up last June to prevent distribution of the fliers, but members quickly acknowledged that it would be difficult since such distribution is legal.
"It is not a crime," said State's Attorney Frank R Weathersbee, stressing that people are allowed to say and write just about anything, even if it's hateful. "It is protected by the constitution."
Mr. Weathersbee, who sat on the panel with representatives from the city and county Police Department, Sheriff's Department, Human Relations Council, and The Capital, also clarified the definition of a hate crime, explaining that he needs a crime to occur - like assault or malicious destruction of property - before he can prosecute someone for having racist motivations.
Many of last night's recommendations, which were designed to let victims know that the authors of the hate literature are not speaking for the community at large, were actually made by the council back in August, at its second meeting.
"We've been trying to carry this message to larger levels," said Sheriff George F. Johnson IV, noting that the meetings have moved from a room in the State's Attorney Office to the college. "We are trying to get more players involved."
The only new idea presented last night involved the creation of "Hate-Free" communities. The brainchild of Victoria Bruce, a concerned resident of Riva who herself found literature outside her home, the proposal involves the county designing "Neighborhood of Tolerance" or "Compassionate Community" signs to be placed at the entrances to interested neighborhoods. The idea drew broad support from the diverse crowd.
"It sends a clear message to the bigots," said Mr. Snowden.
Legal or not, police still want to know who's physically distributing the hate literature - most of which is penned by members of national white supremacist groups.
"Yeah, it is a literature drop today, but what will it turn into tomorrow?" Deputy Chief Emerson Davis said.
After the panel meeting, he said detectives "have some ideas" about who's responsible, but refused to identify them because they haven't been charged with a crime.
The nature of the incidents - whether it be graffiti or the distribution of pamphlets - make them hard for officers to solve, Deputy Chief Davis said. Police reported 76 incidents last year.
"All we have is some spray paint or some paper on the ground," he said, explaining that they need the public's help in determining who's behind it.
Most of the communities that received hate literature in 2005 were predominantly white, according to the Race Relations Coordinating Council. Most of them are around Annapolis, Edgewater and the lower Broadneck Peninsula, but the problem appeared as far north as Crestwood in Linthicum and as far south as Owensville.
Several community members said the groups were circulating their literature in the white communities because they were recruiting.
And while most of those community members said there's no way to stop the groups from distributing their literature and vandals from spray-painting racial epithets around the county, they were buoyed by the meeting.
"It's a good first step," said Eugene Peterson, a county school board member.
But what really matters is what happens next.
"It depends on the follow-through," said Leslie Stanton, the school system's human relations specialist.

Hate is all around. People love to hate, and I can’t blame them. I hate too. I hate President Bush, I hate religious people who impose their beliefs on me, and I really hate that hill between the University Union and Van Bokkelen Hall.
My hate can be ridiculous. Sometimes I exaggerate. I don’t really hate President Bush; I just strongly disagree with his politics and feel he is leading my peers and the nation into a very dangerous place. And I believe deep down inside that the people who push their religion mean well – they are just, in my opinion, misguided. Though as a society we exaggerate our emotions, real true hate, the kind that is guided by ignorance, is still here, despite the progress made by society. Hate in one of its worst forms is exhibited in Davidsonville, a small suburb in southern Anne Arundel County. According to several recent media reports, a rash of racist pamphlets have been distributed in the affluent neighborhood. The literature depicts blacks and Jews in their most stereotypical terms. One portrayed a white woman and a black man together and the caption asked when white men would fight back, reminding them that the meek shall inherit nothing.
This scares me because my family’s home is just one town away – literally five minutes down the road. I’m actually surprised that the fliers haven’t been targeted at my neighborhood, where it was once a rule that blacks and Jews could not live there.
While I will defend the right of these people to believe what they want and voice those beliefs, as is afforded to them in the first amendment, it doesn’t mean it’s not a repulsive tactic.
The year after I graduated from high school my brother told me things had gotten bad. There were incidents were swastikas and racial slurs were spray-painted on the walls of my old high school, and the one that my brother was currently attending. I know my brother didn’t feel emotional about it, but being a Jew and having to see that in the place you had to go everyday - I’m sure he must have been pissed, degraded or maybe scared.
I feel offended. I loved my high school. I don’t want it to be seen as a place where hate happens, and I don’t want all the students there, who I know are mostly good kids, to have to deal with that. But I guess none of this should be surprising me, considering there is a neo Nazi group in the same town as my high school.
I think my reaction to these events is very similar to those in New Orleans, where a hurricane showed the world how disparate a nation we are and how, while we preach diversity and understanding, we still have double standards and segregation.
It seems so ironic that on the day when Coretta Scott King, the wife of Martin Luther King Jr., died their was a meeting held in Anne Arundel County to help alleviate the racism all that has torn the county apart.
Despite all the work that Coretta King worked for, and her husband’s dream, it seems that the nation is becoming more and more separated.
