headquarters.

The complaint focuses on a piece of art, hung last week in a gallery at
City Hall East, that they said carries a message of hate.

The piece looks harmless at first glance. There's a jumble of letters
over a series of American flags. When some police officers looked more
closely at the letters -- they were alarmed at what they read.

There was applause. There was anger. And there was art.

There was acrimony. It spilled out over a piece the artist calls
formula for hate -- hanging in a gallery, at taxpayer expense, in
Atlanta's City Hall East.

"We knew there would be some discussion but I'm surprised by how much
discussion it got," said Freddie Styles, curator.

The piece shows 33 U.S. flags, and what seems at first to be a jumbled
inscription. Unjumbled, the phrase provokes, and then some. It reads:
"Politically its ok to hate the white man."

"No I'm definitely not saying they need to be picked on. I think nobody
needs to be picked on," said artist Alvaro Alvillar.

Alvaro Alvillar is a Latino who said he intended nothing incendiary.

"I think it's one of the last remaining permissible prejudices allowed
