The Feds refuse to do anything about the hoardes of scum flowing in on a daily basis, forcing the individual States to try and protect themselves as best they can. But, nooooo....

NASHVILLE, Tenn. - Legislatures around the country are passing state laws to get tough on illegal immigration, but legal experts say many of those laws will turn out to be unconstitutional.

Perhaps this is exactly what the Feds are counting on. They do nothing, forcing the states to act, knowing full well that the resultant state laws will be challenged successfully in court. Back to square one.
The Feds grant the illusion of power to the people with actually conferring power itself back upon the people.
