The Muskogee Police Department officer who shot and killed a man involved in a disturbance there Saturday was cleared last summer in another officer-involved shooting, according to Tulsa World archives.

Chansey McMillin, a Muskogee officer for more than two years, was placed on paid administrative leave after shooting 21-year-old Terence Walker near the 1800 block of North 24th Street, Sgt. Mike Mahan said.

McMillin was cleared in a nonfatal shooting last July after shooting Angel Cerda, who allegedly had attacked a man with a knife and then began stabbing himself. McMillin shot Cerda after the knife-wielding man advanced toward him and two other officers, police said.

Walker was talking to police outside a church Saturday after officers received reports that he had violently threatened a woman inside, Mahan said. Walker, apparently armed with a loaded handgun, fled from that conversation after an officer patting him down felt the gun in his pocket, Mahan said.

Walker was shot by McMillin after dropping something while running, then stopping to pick it up while facing officers who were chasing him, Mahan said.

“We believe he had showed up to murder his ex-girlfriend,” Mahan said of Walker. “He had stated, according to witnesses, that he had a bullet with her name on it.”
